The BC NDP Convention took place in Victoria from November 14-16, 2025. Members of MoveUP leadership and staff – including President Annette Toth, Vice-President Christy Slusarenko, Executive Board Member Dawn Lentsch, and Executive Councillor Shona Dion, along with other members and former leaders – all participated in the BC NDP Convention.
MoveUP, as an affiliate of the BC NDP, submitted 19 resolutions to the Convention on issues related to our members’ work as well as communities they work and live in.
Convention delegates agree ICBC should expand
One notable resolution that hit the floor of convention for MoveUP members – one that was submitted by our union and was a resolution at our own convention in 2024 – called on the provincial government to direct ICBC to expand their insurance offerings beyond just auto insurance.
Annette spoke to the incredible work of ICBC members serving the public and the work that now-Premier David Eby did to put ICBC back onto solid financial ground while dramatically lowering insurance costs in BC. This demonstrates that ICBC has the capability to help British Columbians combat the affordability crisis by providing other forms of insurance offerings including landlord insurance, home insurance, flood and wildfire insurance, extended health insurance, and more.
The resolution was passed by delegates at Convention which means asking ICBC to expand product lines is now a formal policy position of the BC NDP.

Some of the other resolutions passed that may have implications on the work of our members including ones calling on the BC NDP to push the provincial government to:
- Accelerate the planning, permitting, and construction of the North Coast Transmission Line Project. This will have an impact on our members working at BC Hydro as it guarantees well-paid, union jobs in the long term for Northern communities;
- Develop and implement a comprehensive provincial framework for the ethical governance of artificial intelligence that applies to both public and private sector, and to do so in consultation with stakeholders including labour;
- Expand free public transit to teenagers and seniors, rolling back privatization within BC Transit and TransLink, and implementing an intercommunity bus system;
- Implement a provincially supported low-income transit fare pass program;
- End the contracting out of HandyDART services and return them to public control under TransLink and BC Transit;
- Build ferries in Canada and prioritize British Columbia shipyards; and
- Making trades training programs a priority.
Other resolutions of note passed by delegates at Convention included ones calling on the BC NDP to push the provincial government to:
- Prioritize expansion and enhancement of support for healthcare workers to improve retention, reduce burnout, and ensure sustainable healthcare delivery;
- Continue expanding and improving healthcare services in rural communities;
- Introduce and pass a Biodiversity and Ecosystem Health Act and regulations;
- Expand high-speed internet and cellular service efforts to reach every British Columbian who wants access;
- Immediately end of funding for private wealthy private schools while protecting education funding for culturally inclusive schools and invest in our public education system;
- Accelerate efforts to expand safe, high-quality, and affordable childcare spaces;
- Strengthen the real estate flipping tax to help curb speculation;
- Strengthen and expand BC’s public primary care system to ensure every person in British Columbia can access a family doctor or nurse practitioner;
- Accelerate the Declaration on the Rights of Indigenous Peoples Act (DRIPA) to ensure it delivers tangible, positive outcomes for Indigenous peoples across BC;
- Advocate that all members of the Legislative Assembly complete anti-racism training and allyship workshops;
- Reform or replace the Temporary Foreign Worker program with a system that protects people from exploitation from unscrupulous individuals or companies;
- Continue to protect and expand access to reproductive healthcare; and
- Repeal the Name Change Ban.
