ICBC-Job Evaluation Results

To: All MoveUP members at ICBC Road Safety & Community Coordinator Role at ICBC
As you are aware, MoveUP filed a grievance on the job evaluation for the members employed in the Road Safety & Community Coordinator (RSCC) role at ICBC.
Initially, when the RSCCs initiated the job evaluation, the employer determined that there was no material change to the duties listed in the existing job description and therefore, denied the requested job evaluation. The union filed a formal grievance on the denial and proceeded through the grievance procedure.
During the stage 3 meeting, with the assistance of a few key RSCCs who are also subject matter experts, we were able to concisely explain the role of RSCCs and properly document the duties that are being performed that were not considered in the existing job description.
As a result of the grievance process, the employer has agreed that the work that you do on a daily basis was deserving of an increase to the point value of aspects of your position. The RSCC role was increased from a salary group (SG) 11 to an SG 12, retroactively to April 22, 2022.
The union was contacted by some RSCCs to inquire about why they were moved from an SG 11, step 5 to an SG 12, step 4. In accordance with the language of the collective agreement, when a job has been successfully upgrouped to a higher salary level, the increase is to the next higher step of the new SG from what was the previous salary.
The union inquired as to the length of service increases outlined in the collective agreement. If the retroactive date to the wage increase was April 22, 2022, then all members should have moved to the next step of the SG 12 position as of April 22, 2023. The employer has confirmed that all employees in the RSCC role were given their length of service increase as of April 22, 2023.
