ICBC – Head Office Relocation Questions & Concerns: Key Takeaways from the August 12 Information Meeting

On August 12, MoveUP held a virtual meeting with members affected by the upcoming ICBC Head Office relocation. Those who attended raised concerns about increased commute times, family obligations, parking, workplace assignments, and the overall impact the move will have on their lives.

One theme that came up throughout the discussion was the belief that the relocation itself is a bargaining issue. While the impacts of the move may affect you in many ways, the employer’s decision about where it locates its operations is not something determined through collective bargaining. MoveUP’s role is to ensure the collective agreement is followed, advocate for those affected by the move, support accommodation requests, and challenge employer decisions where contractual or legal rights are not being respected.

MoveUP reviewed Article 20 of the collective agreement and the limited circumstances in which relocation expenses may be claimed. We reviewed with everyone that these moves are unlikely to trigger entitlements under the existing language.

Family status accommodations were also discussed at length. If you believe a workplace relocation may significantly interfere with caregiving responsibilities, you are encouraged to contact your job steward or Union Representative for assistance. Experience has shown that these requests often require extensive supporting information, and union involvement early in the process can be beneficial.

Many of you shared concerns about substantially longer commutes, added family pressures, increased costs, and the stress and anxiety associated with the relocation. MoveUP acknowledged these concerns and committed to continuing to raise their impact with ICBC, including from an Occupational Health and Safety perspective.

Questions were also raised about the closure of the Capilano Claims Centre, return-to-office requirements, desk shortages at new locations, parking inequities, vacation bidding impacts, and environmental concerns related to increased commuting. MoveUP confirmed it has raised many of these issues directly with ICBC and will continue advocating on behalf of affected members.

While the relocation itself is proceeding, MoveUP remains committed to supporting you through the transition, enforcing the collective agreement, assisting with accommodation requests, and ensuring your concerns continue to be heard by ICBC.
