ICBC – ICBC does not care about your workload

July 29, 2026

To: All MoveUP members at ICBC in Senior Support & Recovery Specialists roles

The SSRS Workload Committee has escalated their recommendations all the way to the Chief Enhanced Care Officer, Perry Strauss. Unfortunately, he has once again confirmed that ICBC does not care about your workload.

You can read his letter dismissing the committee’s recommendations here.

Your committee has navigated every process in LOU18 and has put countless hours into coming up with thoughtful recommendations that would be feasible for the Corporation to implement. After being dismissed at every level, we have no choice but to come to the conclusion that our Employer does not care about our workload concerns and is not willing to make any employee-recommended changes in order to reduce the burden.

What this has meant is that we have watched countless colleagues go on sick leave or long-term leave due to the toll workload has taken on our mental and physical health.  Our caseloads continue to rise at a rapid rate with no end in sight, and no relief from management on the key performance indicators that we are all expected to maintain. These KPIs are impossible to reach due to the overwhelming volume of phone calls, activities and emails. The expected customer service standards or file closure rates are not possible to reach which has resulted in threats of discipline and performance management. All of this has been completely disregarded by management.

This matter will now be referred to the Joint Consultation meeting between the Union and ICBC where Trevor Hansen, Senior Union Representative, will discuss this matter with Gilbert Astorga, Manager, Employee Relations in addition to a representative from the business who is to be determined.

While your Employer does not care about your workload, your Union does. We are committing to continuing to push this important issue forward. Workload is an important bargaining issue, and your bargaining committee will press onwards with negotiating changes to the collective agreement that will have a positive impact on your workload.

In solidarity,

Niamh Cosman, Committee Member
Paul Dournovo, Committee Member
Jackie Manolo, Committee Member
Emilly Perry, Committee Member
Missy Besanger, Workload Coordinator
Sara Colliss, Union Representative
Brian Martens, Interim Vice-President, ICBC Unit
