ICBC – Your Vice President’s Follow-Up on ICBC’s Attendance Management Program

To: All MoveUP members at ICBC


Many of you have reached out after receiving Attendance Management Program (AMP) letters. What you shared was not just frustration, but something deeper: the feeling of being dismissed and devalued. I have heard from members who received these letters during some of the most difficult moments in their lives, including while managing chronic health conditions that already require immense strength to navigate.

Members told me they took time off for the first time in their careers because they lost family members or experienced serious mental or physical health events. Members who have given this corporation years, even decades, of effort and commitment found themselves targeted simply for being human. ICBC showed no understanding that many of the people receiving these letters were grieving, healing, recovering, or trying to regain their footing after deeply difficult periods in their lives. This approach by ICBC is unacceptable.

Like many of you, I am angry. Angry that a crown corporation sets such a low standard for how it treats its workers. Angry that this is happening to the same people who kept ICBC stable during the pandemic, who have supported every transition, and who continue to bring skill and professionalism to their work every day.

ICBC continues to frame absenteeism as a personal failure rather than examine its own role and responsibility in supporting workers. The AMP follows a familiar path, ignoring systemic issues and placing blame on the very people who keep the corporation running.

Moments like this reinforce why unions matter. When employers disregard our contributions, our sacrifices, and our humanity, we come together. This program is a turning point. ICBC’s leadership has made it clear that they are not looking out for us, so we must look out for each other. We must use our collective strength as union members to push back against policies that harm us.

I am asking all of you to stay connected and engaged. Look out for your coworkers, because solidarity is our strongest protection. Consider becoming a job steward, support your bargaining committee, and stay involved. If you are interested, please reach out at DOssinsky@moveuptogether.ca.

We are actively fighting AMP and have launched a policy grievance against ICBC. They are targeting our members for using leaves guaranteed in our Collective Agreement, and we will not stand for it. We are setting up additional training for job stewards to support members who are placed into AMP. More updates will follow.
