POSITION:                                        Research Officer – Full Time Regular
SALARY:                                            $4,315.04 bi-weekly

The above bi-weekly salary consists of the base rate, and the flexible hours of work premium pay.

Salary and benefits will be in accordance with the MoveUP/USW2009 collective agreement. Additionally, some occasional travel within B.C. and Canada may be needed, as required.

POSITION SUMMARY:

The position of Research Officer is a dynamic role, combining public policy and sectoral research and building government relations. An important focus will be to provide in-house research on issues arising in trade unionism, and climate policy, but also advise the officers and staff of the union on updates and progress, participate in consultative processes and work with outside legal counsel in regulatory and other forums. Key objectives include identifying issues to explore and gathering information through various means, as well as presenting information or advancing the unions policy needs in a public realm. This Research Officer will also assist in analysis, delivering reports and briefings, and circulating information (written and oral) within and outside the union.

PRIMARY DUTIES AND RESPONSIBILITIES/CRITICAL TASKS:

Key responsibilities include, but are not limited to:

• In the area of corporate, government and sectoral research and analysis, this involves researching and producing reports on the ownership, assets, finances, performance, and strategy of private and public corporations and various forms of government agencies in various sectors, as well as reports analysing performance and prospects in various economic sectors.
• In the area of public policy, this involves supporting the union particularly in energy and regulatory policy. This can include using qualitative and quantitative methodologies, conducting research and analysis necessary to meet the political and socio-economic needs of our members, and the union’s engagement with members, governments, other organizations or with gathering or creating information through various forms of active research.
• In the area of government relations, the focus will be on building, maintaining and nurturing productive relationships with government officials, regulators, key stakeholders, and key public influencers at all levels of government (federal, provincial, regional and municipal) to help MoveUP influence public policy.

• Supporting MoveUP in meetings with government, opposition and employer representatives and build working relationships with MoveUP activists, community groups, unions and labour councils.
• Advise internal teams on regulatory compliance, government relations strategies and effective public communication.
• Additional duties may include attending and presenting at various functions, as required.
• Additional tasks may also include, preparing and reporting on government policies, wages, working conditions and benefits in various employment sectors as well as preparing brief policy statements, and other communications or educational materials, and identifying and crafting submissions Freedom of Information requests to governments and crown corporations.
• Other duties as assigned.

QUALIFICATIONS:

• An undergraduate degree or equivalent in social sciences, climate-related fields of study OR equivalent lived and/or work experience by having strong political acumen, including an understanding of public policy and landscape, government processes and legislative frameworks.
• A solid grounding in trade union principles, as well as a good understanding of bargaining and servicing fundamentals. Strong communications background is an asset, as is a labour or social justice background, campaigns experience, as well as political networking is an asset.
• Ability to gather, analyze and interpret information from various sources.
• A commitment and connection to MoveUP’s progressive values.
• Be able to field and monitor changes to legislation, regulations and by-laws to provide internal advice on regulatory compliance, and participate in policy development processes, as needed.
• Proven ability to work cooperatively with volunteers, diverse cultural communities, 2SLGBTQIA+ communities, union members, politicians, union leaders, non-profits and community groups on a range of issues.
• Excellent project management, and multitasking skills, including time management, organizing, and scheduling.
• Ideal candidates would have some experience in investigative research and report writing.
• Excellent oral and written communication skills.
• Demonstrated superior oral and written communication skills, and excellent interpersonal communication skills that are clear both in person and over the phone.
• Demonstrated ability to be proactive and self-starting and work in a team-based environment.
• Ability to take direction and work under pressure.

To allow for successful organizational integration, training and onboarding, and proper in-office coverage, this position requires the successful candidate to be able to work on-site in our office located in Burnaby, BC for five days a week, Monday to Friday, during the probation period. This requirement may be extended based on operational requirements.
