ICBC’s Rate Affordability Action Plan (“RAAP”) Changes

To: MoveUP/ICBC Injury Adjusters, Senior Injury Adjusters, Claims Examiners, Senior Claims Examiners, & Recovery Benefits Coordinators


Today, MoveUP and ICBC signed an LOU [LOU RE: RE: CHANGES TO CLAIMS RESULTING FROM THE RATE AFFORDABILITY ACTION PLAN ] that deals specifically with the changes ICBC wants to make with respect to your job. This LOU is a compromise settlement that helps to smooth the transition of workers from one job to another, ensures fairness and respects the need for workers and the long term success of ICBC.

Here are some of the key highlights:

  • No employee will be laid off or displaced from their existing work location
  • 550 employees will be offered/recieve a promotion and resulting pay increases effective March 4, 2019 – This includes all Recovery Benefits Coodinators, all Senior Injury Adjusters and some Claims Examiners
  • All vacations scheduled for 2019 will be honoured even for those who receive a promotion
  • The ability for Claims Examiners to request a trade to a more favourable work location has been secured without exhausting their mutual trade limitations

Why did we make this agreement?

The long-term success of ICBC is best for all our members. Their success is ultimately our success as workers, motorists and British Columbians. But we also recognized that you needed some reassurances as you transition from your existing role into your new one. Our goal was to secure as many promotions as possible, ensure your well-earned vacations were recognized and that no one was out of a job.

There is certainly more that needs to be done and bargaining is just around the corner, which we are actively preparing for now. The concerns you have raised with us over the last couple of weeks helped us to hone this agreement and ensure your key concerns were addressed as best as possible.

In the days that follow we will email specific information for each of the affected groups with information that is specific to their job title. In the meantime, we encourage you to read the LOU carefully and send your questions to RAAP@moveuptogether.ca.
