ICBC – Update on Retroactive Salary Payments and Other Benefits

We know everyone is anticipating their retroactive pay. The good news is the wait is finally over!

On Friday, July 14, you will receive the general wage increase retroactive that covers the period from July 1, 2022, to June 30, 2023. This increase was $0.25/hour + 3.24%.

There will be a subsequent retroactive payment from July 1-8, 2023, reflected on your July 28, 2023, pay. This is for the 6.75% increase that came into effect on July 1, 2023. Your new rate of pay should be accurate by the July 28, 2023, payment. Please check your statement to be sure yours is accurate and up to date.

Additionally, if you are in a position that is covered by the One-Time Subsidy of $1275, you will receive that payment with your July 14 pay. The One-Time Subsidy will be paid to all employees who were in the following positions on the date of ratification (June 2, 2023):

  • Client Service Representative
  • Driver Examiner I and II
  • Stand Alone Driver Examiner
  • Supervisor Driver Examiner
  • Supervisor Driver Licensing Centre
  • Supervisor Driver Examiner Unit
  • Supervisor Client Service Representative
  • Regional Salvage Assistant
  • Supervisor Regional Salvage
  • Supervisor Salvage
  • Administrative Salvage Assistant II
  • Equipment Operator

The Hourly Market Supplement, also retroactive to July 1, 2022, will be paid on July 28, 2023, and then as a recurring $1.48/hour on future pay. The positions that will receive this retention incentive are:

  • Infrastructure Platform Admin II
  • Data Engineer – Intermediate
  • QA Analyst – Intermediate
  • QA Analyst – Senior
  • Business Systems Analyst – Intermediate
  • Business Systems Analyst – Senior
  • Developer – Intermediate
  • Developer – Senior
  • Technical Support Specialist
  • Senior Technical Specialist

Positions in Salary Group 3 and 4 will see the change to their new rate of pay in the Salary Group 5 band on their August 11, 2023, pay, with retroactivity back to July 1, 2023, included at that time. Check the chart on page 95 in the Memorandum of Agreement to see how the rates of pay will be applied.

Co-op students are being targeted for an August pay day, with retroactive payments back to July 2, 2023 (one month after ratification).

Outside of pay changes, there are many other changes that took effect upon ratification (June 2, 2023), such as increases to allowances for First Aid Attendant premiums, protective footwear allowances, moving expenses, and new forms of leave including Voluntary Emergency and Rescue Worker Leave, and Indigenous Cultural Leave. We encourage every member to look over the Memorandum of Agreement once again, so you are familiar with all the improvements to our collective agreement.

Please note that changes to our benefits plan will take effect on January 1, 2024. We will have more information about these changes in the fall.
