ICBC- Time Required for Your Personal Protective Equipment

September 3, 2020

To: All MoveUP members at ICBC Driver Examiners, Supervisor Driver Examiners and Instructor Driver Examiners

When ICBC announced that they needed to start up road tests again, they allowed 10 minutes between each road test for donning and doffing (putting on and taking off) your personal protective equipment (PPE). This seemed reasonable and would allow staff to safely and methodically take care of their safety, as well as get a mental and emotional break from wearing the PPE day in and day out.

Fast forward to August and they are now reducing that time to four minutes and have reported to us that this was based on consultation with the employees. When we asked for their data and survey results to justify this 60% reduction in time, they advised that their information was based on anecdotal evidence and on ‘conversations’ managers had with driver examiners and supervisors.  We are concerned that the Corporation’s methodology is inadequate and we have created our own survey to collect the information.

So, if ICBC won’t do a survey of Examiners, Supervisors and Instructors, we will. Please find the link to the survey here. It will be open until September 18 at 5 p.m. We hope that everyone will take the 5-7 minutes to respond to this survey. We want an accurate, confidential survey that everyone can participate in, not just a select few. We need to know from you what a realistic amount of time is required for you to don and doff PPE. If, in fact, four minutes is adequate, then we can accept that. But we want to be sure that you are safe and that your health is not being compromised for the sake of doing one additional road test a day.

We hope that everyone is staying safe and not cutting corners on their PPE requirements. Cutting corners will only put yourself, your colleagues, your family and friends, as well as the customers at risk.

In solidarity,
Annette Toth, Vice President
Kevin Smyth, Senior Representative
