ICBC Langley DLO – Employer’s Questionnaire and Environmental Scan

To: All MoveUP Members at ICBC - Langley DLO
Your employer has advised the union that they have contracted a third-party company to perform what they are calling an “environmental scan” of the Langley DLO.
While we applaud the employer’s efforts to attempt to address ongoing concerns of our members at the Langley DLO, we want to make certain that our members understand what is going on. The employer has confirmed to us that this is not going to be an investigation, but more of a conversation with employees.
When the employer advised the union about this, we were excited that they were taking your issues, and the union’s issues, seriously. We were advised of this plan late last week and asked that the union be able to attend as an observer. We made it clear that we had no intention to interrupt or interfere with the interviews, but to be there for the protection and support of the members. Our request was denied. On Tuesday, we again asked the employer to reconsider our request to be allowed to attend and again, we were denied. We then asked if we could attend for any members who specifically asked for their union representative to attend and again, denied. The employer’s rationale for the denial is that they want members to be open and honest in the interview and they feel that having the union present will be an obstacle in achieving that. Your union feels quite the opposite.
The employer advised us that this will be a neutral third-party talking to the members however we want to remind all of you that this third-party is contracted by the employer, paid by the employer, and will be reporting back to the employer. We are truly disappointed by the employer’s denial of our attendance, even if specifically requested by a member. Should a member choose not to discuss their concerns unless a union representative is present, the member will not be interviewed.
Your union has advocated over and over for the concerns at Langley DLO to be addressed and now to be shut out of the process, and not entitled to attend and ensure the protection of our members, is disheartening.
To be clear, your union’s position is that participation is your decision, however if you choose to participate in these voluntary discussions with the company contracted to perform these interviews, we ask that you be very cognizant that the employer will be receiving a report.
