ICBC – ICBC Ignores Members’ Concerns – Attendance Management Program Update

We understand the impact the Attendance Management Program continues to have on our members and are committed to fighting it as fiercely as possible. Not only are we fighting the AMP at the policy level through our policy grievance, but we also continue to fight the employer’s enrollment of members into the AMP through individual grievances.

The employer was made aware of our position when the initial policy grievance meeting was held in February of this year. Since then, your union representatives, job stewards, and members directly impacted, have continued to make it known through individual grievance meetings how much this program is negatively impacting people. We have shared that members are scared to take their leave entitlements and are working sick. ICBC’s response to this is that the AMP is not disciplinary and that members are entitled to take leave when needed. This response completely ignores the mental and emotional impacts this program is having on our members – a fact we continue to point out.

ICBC has had ample opportunity to make changes to the program but have failed to do so. In fact, they continue to reiterate the same generic talking points and responses to our grievances. They also continue to fail to consider individual circumstances, stating our concerns can be addressed in the policy grievance, which will take months to resolve.

In our last update, we advised the policy grievance has been approved to go to arbitration, and that we have retained external legal counsel to arbitrate the case. Since then, the parties have agreed to appoint Arbitrator Ken Saunders to hear the grievance. However, as arbitrators’ schedules are often very full, we likely will not get in front of the arbitrator until late Fall at the earliest. In the meantime, our members continue to be placed in the AMP, creating an emotional and mental toll.

Please continue to discuss all of your AMP related concerns with your job stewards. We will continue fighting this program in every way we can and will keep you updated on any progress with the policy grievance.
