ICBC – Another employer gaffe – accessing your improved benefits

October 6, 2026

To: All MoveUP members at ICBC

At this point, we know we sound like a broken record.

As we continue to deal with the issues related to the delayed wage increase and retroactive pay, our members have also told us that changes to your SunLife group benefits plan had not been implemented following ratification of the new collective agreement.

We greatly appreciate our members for bringing this to our attention, but once again we’re forced to deal with your employer who has now dropped the ball twice.

Although some benefits were scheduled to come into effect later, the following benefit improvements were supposed to come into effect immediately:

  • Increase in gender affirmation coverage from $10,000 per calendar year to $15,000
  • Hearing Aids coverage increasing from $1,000 to $3,000
  • Fertility and Surrogacy services of $10,000 combined maximum
  • Extended Healthcare Lifetime maximum increase to $1,000,000
  • Pharmacogenetic Testing
  • Out-of-Canada Emergency Medical Lifetime Maximum increase to $3,000,000

We are going to hold your employer’s feet to the fire. This level of incompetence is unacceptable. Whether it’s delayed payment or denied coverage, they might think of these as minor inconveniences, but these are peoples’ lives we are dealing with. Many of us don’t have the luxury to wait for delayed payment or make upfront payments for something we shouldn’t have to.

Thanks to our members who brought this issue up, we were able to urgently direct ICBC to fix their latest blunder. You will be able to access your updated coverage by the week of October 19. SunLife requires 10 business days to update their coverage.

If you have already submitted a claim that has been denied, please contact SunLife after October 19 to request your claim be reassessed at the higher benefit rate. If you have not yet submitted your claims, please wait until October 19. Your benefits will be retroactive to September 11, the date the new collective agreement was ratified, but SunLife requires the time to update their coverage.

We know any delays in coverage or payment should be unacceptable. We’re making it clear to ICBC that this level of carelessness cannot continue, and we will be seeking every remedy possible for those who have been inconvenienced unnecessarily by their incompetence.

In solidarity,

Sara Colliss, Union Representative
Brian Martens, Interim Vice-President, ICBC Bargaining Unit
Trevor Hansen, Senior Union Representative
