BCCLA-LOU 3 to clarify personal leave provision is now in effect

October 28, 2026

To: All MoveUP Members at BCCLA

I am pleased to let you know that Letter of Understanding #3 (LOU 3) regarding how the Personal Leave provision (Article 27.05 of your collective agreement) should be applied is now in effect.

Article 27.05 sets out four categories of circumstances that you may use Personal Leave:

  • Moving
  • Attending a wedding
  • Assisting at a birth or adoption of a child of immediate family
  • Observing a holiday or tradition related to your religion or cultural background

LOU 3 clarifies the following:

  • Moving includes household management issues related to fire, flood, or natural disaster.
  • Attending a wedding includes consideration of other important life events, celebrations, and commemorations (e.g. graduations, citizenship ceremonies, baby showers, award ceremonies, birthdays, court proceedings, anniversaries, etc.)
  • “Immediate family” includes your chosen family.
  • Observance of holiday or tradition shall include considerations for any religious, cultural, community, and traditional holidays, commemorations, festivities and days of observances. Examples may include National Day of Awareness for MMIWG2S/Red Dress Day, unveiling ceremonies, Nakba Day, Trans Day of Remembrance, etc.

LOU 3 also includes language that states request will not be unreasonably denied, calls for decisions on requests to be made without delay, and calls for the employer to respect the privacy of employees by limiting their scope of requests for information.

Thank you for your attention and your ongoing support as we worked to provide full clarity on this situation for you.

In solidarity,
