BC Hydro – Expressions of Interest and Job Selections

Lately, several jobs at BC Hydro have been made available through what BC Hydro calls an “Expression of Interest” within a department rather than posting the positions across the entire company.
Article 7 of your collective agreement sets out that job selections and promotions are on the basis of ability to perform the vacant job and seniority, in that order. Under that same Article, BC Hydro can elect not to post positions if they are made within a department. However, whether a position is posted or not does not change the qualifications required for the job as set out in the official job description, and it does not mean that the job may be awarded to an unqualified or less qualified applicant with lower seniority.
We would like to remind you that if you indicate interest in an unposted job within your department and it is awarded to an unqualified applicant or to a less qualified applicant with lower seniority, you may contest the award by filing a grievance just as you could for a posted position. Please note that under Article 3.06 of your collective agreement, the timeline for initiating a grievance is within 15 days of receiving notice that your application was not successful.
