ICBC – Attendance Management Program – Know Your Rights

February 19, 2026

To: All MoveUP Members at ICBC

ICBC has begun to place employees into its recently revised Attendance Management Program (AMP). Your union is concerned with many aspects of the program and has initiated a policy grievance in response. You may view the grievance here. Many of the leaves the Corporation is counting towards qualifying absenteeism for the AMP are leaves that you are entitled to in your collective agreement, including, but not limited to: Dental Leave, Medical Leave, Sick Leave, and Special Leave. These are leaves that you have a right to access when you need them, and we will defend those rights and entitlements for all members.

If you are placed into the AMP, it is important that you please contact your job steward to discuss the possibility of filing an individual grievance. We will be training select job stewards soon on relevant collective agreement articles and statutes. These stewards will become focal points for members who are placed into the AMP and need support and representation. We also encourage all members in the AMP to bring a job steward whenever management meets with you to discuss the AMP.

Please note that if you have a chronic illness or disability that contributes to you being absent from work more frequently, you should document this with the Employee Health & Wellness Department. You are under no obligation to discuss your personal medical or health details with your manager if you are in the AMP, and we strongly urge you to not disclose this information to any management personnel.

If you have any questions, please contact your job steward. If you do not know who your steward is, you can find your local job stewards in the Quick Contact section of your MoveUP Member Portal, which lists stewards by member council area. If you haven’t accessed the portal before, you can find instructions on how to log in here.
