ICBC – Protecting Licensing Jobs: Your Union’s Response to GLP Changes

Dear members,
The provincial government recently (April 16, 2025) announced proposed changes to B.C.’s Graduated Licensing Program (GLP) and Motorcycle Licensing Program (MLP), including removing the second road test currently required for a Class 5 licence.
We know how important this work is — and how much pride you take in delivering safe, professional, and consistent licensing services to British Columbians. That’s why we’ve made protecting your jobs and ensuring your voices are heard a top priority.
What We’ve Done So Far
As early as February 6, 2025, MoveUP President Annette Toth and I raised the issue directly with the new Minister responsible for ICBC, Minister Garry Begg. We’ve also:
- Received confirmation from ICBC in late March that substantive changes were coming (though no details were shared).
- Made licensing a priority issue during our April 7–8 government lobbying trip, where we met with 34 MLAs, 12 Ministers, and Premier David Eby.
- Sent a clear message: changes must not come at the expense of strong public union jobs, and any decisions must be informed by frontline licensing staff.
Why This Matters
Removing the second road test may have long-term implications on job security and licensing operations. While the government says demand will grow with B.C.’s population, we are not taking anything for granted. Your work matters — and must not be diminished or overlooked.
We are also using this moment to advocate for renewed investment in road safety and better working conditions for all licensing staff.
What Comes Next
- We’ll be meeting with ICBC to get full details of the proposed changes.
- We’ll be surveying licensing members for your input and concerns.
- We’ll be appointing Job Stewards from licensing to serve as key contact points during this process.
- We’ll continue direct engagement with government and ICBC leadership.
Bottom Line
Our commitment is clear: your jobs, your experience, and your voices will be front and centre as these changes are considered. We are watching closely, acting strategically, and pushing hard for results that protect your work and strengthen public safety.
We will continue to communicate with you throughout this process and fiercely push to ensure your knowledge, frontline experience, and passion for public safety is at the fore front of the finalized changes in 2026.
