ICBC – Open Letter to Sabi Bains Regarding the Auto Claims Model

To: All MoveUP members at ICBC
As many of you know, ICBC rolled out their Auto Claims Model (ACM) in February 2025. This has directly and indirectly impacted many of our bargaining unit members.
We have all experienced change at ICBC, from the implementation of Enhanced Care a few years ago to the launch of ClaimCenter a decade ago. Change is never easy, but the rollout of the Auto Claims Model has been particularly stressful for our membership.
ICBC has told us time and time again that eventually things will smooth out, but it is unacceptable to the union for ICBC to push our members to their breaking points for a business model. What ICBC needs to recognize is the real harm being done to our members while they look to fix the mess they made.
This isn’t just about the Auto Claims Model; it is about how ICBC will launch future changes in various divisions and departments. This is about raising the standards to ensure all our members are treated with dignity and respect, which includes but is not limited to:
- Meaningful consultation with our members before, during, and after any changes, particularly major ones like ACM
- A renewed focus on the wellness when changes occur, particularly on our members psychological health
- A commitment from ICBC leaders to be accountable, transparent and to have the willingness to take ownership when mistakes are made and try to repair any harm done
