Hastings Entertainment – Union Response to End of Racing at Hastings and Stadium Announcement
December 11, 2025
To: All MoveUP members at Hastings Entertainment
On November 25, the provincial government made the shocking decision to pull shared slot revenue from horse racing. Just days later, on December 5, Great Canadian Entertainment announced that all horse racing at Hastings Racecourse would cease immediately. This abrupt move threatens hundreds of jobs and ends a 133-year tradition in British Columbia.
Union Response
On Monday, December 11, MoveUP President Annette Toth met with Minister of Public Safety and Solicitor General Nina Krieger to demand answers and raise concerns with the devastating job losses of workers at Hastings Racecourse resulting from their decision.
Earlier this week, your Union Representative began talks with the employer to secure a commitment to abide by the law and work with us on a concrete plan to reduce the impact on workers. We will keep you informed as talks progress.
Stadium Announcement
Today, the City of Vancouver announced it was entering into an exclusive negotiation agreement with the Whitecaps soccer franchise on the use of the Hastings Park location for a future stadium. This raises major questions about the prospect of continued casino and simulcast operations at the location, and the security of all our members there. We are urgently seeking clarification from both GCE and the Ministry on the matter and will provide updates as they become available.
We will not stand by. Your union is fighting to protect every member affected by these decisions.
What is Section 54?
Under Section 54 of the Labour Relations Code, the employer is obligated to inform the Union sixty days in advance of any intended change which may affect the job security of its workers.
After that notice is received, the employer and union meet to discuss a Labour Adjustment Plan which can include measures to reduce the severity of the changes. If the employer fails to comply, the Labour Relations Board can order mediation.
As of today, no Section 54 notice has been provided. We are pressing for compliance.
In solidarity,
Chris Shier, Union Representative
