Grievance resolution: CSR Training Facilitation – Bargaining Unit Work

To: All MoveUP Members at FortisBC-CSC
I write to inform you that as resolution to the union’s grievance over the assignment of Customer Service Representative training facilitation work to management and excluded staff, the company has created a new work leader-equivalent position in the bargaining unit. This position, the Customer Experience and Learning Facilitator (CELF) will be paid at Job Group 6.
We anticipate that at least two full-time regular CELF positions will be posted shortly. As per the settlement agreement, the company must ensure that all CSR training facilitation work be performed by CELFs by September 7, 2025. The agreement also stipulates that for the first intake of this position, the company will give preference to applications from Customer Service Leaders.
Further, as part of this resolution, the company has signed a binding agreement acknowledging that CSR training facilitation work is the sole jurisdiction of MoveUP bargaining unit members.
I am deeply grateful to all the stewards who contributed to this very positive outcome. Thanks to them, your right to do this work is now uncontested and secure.
History:
In March 2024, the company announced via email that they had created three temporary excluded positions which would be doing CSR training facilitation work going forward.
We contacted the company with our concerns that this work has historically been done by our members and is therefore the sole jurisdiction of MoveUP.
In June 2024, having been unable to resolve the matter informally, we filed a policy grievance against the violation of our jurisdiction.
In September 2024, the company met with us to hear our grievance. After further back and forth to attempt a resolution, in November 2024 the company denied the grievance.
In December 2024, we informed the company that we were referring the case to binding arbitration as per Article 3.06 of our collective agreement.
After a great deal more discussion, in June 2025 the company signed the settlement agreement described above.
We ask that members and stewards continue to be observant in their workplaces, and to bring forward any concerns about union duties being assigned to excluded staff. Your support is crucial to the continued defense of your rights and your work.
