BC Hydro – Interpretation of base rate when on a Temporary Promotion

The Union filed a policy grievance regarding the interpretation of base rate while on a temporary promotion. The parties reached an agreement on how temporary promotion pay will be paid on the following: AV differential, remote incentive, RWWL day cash election, overtime payout, life insurance, long term disability, and payout of time bank.
There are some areas within the collective agreement where temporary promotion pay is not included in the calculation of a benefit, which are the calculation of life insurance and long-term disability.
Per the collective agreement, members with more than 5 years of service can bank up to 5 annual vacation days. Members who were hired prior to July 1, 2005 can bank up to 5 RWWL days which go into a single time bank. While on a temporary promotion, if a member requests a payout of their time bank per article 11.10 (c) the payout will be paid at their base rate, not the temporary promotion rate.
For overtime that is banked while on a temporary assignment and not taken as time off during the temporary assignment, it will be paid out per article 11.02 (d) at their base rate. If members want to be paid at overtime rates, they must take the overtime pay at the time it is earned or take the time off while in the temporary promotion.
In regards to RWWL annual election, per article 11.01 (a) 2 where a member wants to take a cash payment in lieu of time off for any of the 17 RWWL days they must be on or are scheduled to be on a temporary promotion for 12 consecutive months or longer. While on a temporary assignment if a member takes a RWWL day it will be paid at their base rate plus their temporary promotion premium.
